Officers


Susan Dioury – Children’s Law Center of Minnesota

Executive Director

Susan Dioury is an attorney with 24 years of experience in the legal, risk management, and non-profit sectors, including broad experience in board governance, strategic planning, government and legislative affairs, budget and operations, risk management, alternative dispute resolution, and professional standards. 

Susan joined CLC in 2023 with a passion to help Minnesota children and youth obtain the legal representation they need to navigate the child welfare system and to facilitate client knowledge and personal autonomy so they have input on critical decisions affecting their lives.

Holley Horrell, Esq. – Green Espel PLLP

CLC Board Chair

Holley Horrell, partner at Greene Espel PLLP, represents business clients in disputes ranging from breach-of-contract claims, to complex coordinated antitrust litigation, to trust instruction proceedings. She also regularly represents clients in copyright and trademark infringement lawsuits in federal court and has appeared before the Trademark Trial and Appeal Board. Holley maintains an active pro bono practice, providing legal services to those who otherwise couldn’t afford them, including as a volunteer attorney with CLC.

William (Bill) Hefner, Esq. – Fredrikson & Byron P.A.

Vice Chair

Bill is an Officer at Fredrikson and Byron, P.A., and has been practicing environmental law in a number of contexts for nearly 30 years. He is also a proud 22-year Children’s Law Center volunteer attorney and proud to serve as the Board’s Vice Chair.

Lauren Pockl, Esq.

Treasurer(Non-Board/Finance Committee Chair)- Hennepin County Adult Representation Services

Lauren is passionate about championing the rights of the disadvantaged and helping ensure equal access to and just treatment from the legal system. She believes that everyone deserves a voice and an opportunity to be heard, which is one of the many reasons why she has been a longstanding supporter of CLC in various capacities, including on the board and as an officer. Lauren is an attorney with Hennepin County Adult Representation Services, where she provides legal representation to individuals subject to civil commitment.

Rachel Barrett, Esq. – Ciresi Conlin LLP

Immediate Past Chair/Governance Committee Chair

Rachel Barrett is a trial lawyer and partner with Ciresi Conlin, where she represents injured plaintiffs and their families in medical malpractice and nursing home abuse cases. Rachel has had a lifelong passion for social justice, a mission she champions as a CLC board member. Rachel is a long-time supporter of the Children’s Law Center, having served in many roles on the board and as a volunteer CLC attorney.
