At Children’s Law Center of Minnesota, our work is made possible by a dedicated staff who are committed to helping our foster youth clients through the difficult legal process, obtain the resources they need, and become successful adults.  While some of our team members prefer to remain behind the scenes due to the sensitive nature of our work, we’re proud to share a glimpse into the collective effort that drives our mission.

Leadership Team

Susan Dioury, Attorney

Executive Director

Susan Dioury is an attorney with 24 years of experience in the legal, risk management, and non-profit sectors, including broad experience in board governance, strategic planning, government and legislative affairs, budget and operations, risk management, alternative dispute resolution, and professional standards. 

Susan joined CLC in 2023 with a passion to help Minnesota children and youth obtain the legal representation they need to navigate the child welfare system and to facilitate client knowledge and personal autonomy so they have input on critical decisions affecting their lives.

Anne Gueinzius, Esq.

Managing Attorney

Anne is the managing attorney at Children’s Law Center (CLC) and has been with the organization for 27 years. Prior to joining CLC as a managing attorney in 2005, she volunteered with CLC for eight years and had her own private practice specializing in family and juvenile law matters. Anne also served as a volunteer guardian ad litem in both Hennepin and Ramsey Counties. She has dedicated her career to helping the most vulnerable population—abused and neglected children and youth. 

As the managing attorney, Anne oversees the legal operations of CLC—providing legal representation to foster children, leading policy changes and systemic reforms, and educating all stakeholders involved in Minnesota’s child protection system on the legal rights of foster care and at-risk children and youth. Anne earned a Bachelor of Arts from Northwestern University and a Juris Doctor from Hamline University School of Law (now Mitchell Hamline). She also serves on several committees, councils, and task forces focusing on Minnesota’s child protection system and has written a variety of works focusing on the needs and rights of foster youth.

Tiffany Allbee

Youth Resource Manager

Tiffany assumed the role of Youth Resource Manager at the Children’s Law Center in June 2022. She is dedicated to ensuring that our clients’ voices are heard and to equipping youth with the essential resources they need to feel supported and empowered. Tiffany holds a Bachelor of Science in Psychology from Saint Cloud State University and brings 25 years of experience working with youth in out-of-home placements, focusing on instilling hope, boosting confidence, and enhancing existing strengths.

Billy Soden

Development Director

Billy Soden is the Development Director at Children’s Law Center of Minnesota, where he leads fundraising, marketing, and outreach efforts to strengthen support for youth navigating the foster care and child protection systems. With a background in nonprofit development, communications, educational leadership, and community engagement, Billy is passionate about creating opportunities for every child to be heard, supported, and empowered. He brings a talent for connecting people to purpose, overseeing major fundraising events, and cultivating partnerships that elevate CLC’s visibility and impact. His leadership helps expand the organization’s reach and sustainability, ensuring more young people have access to trusted legal advocacy and the resources they need for a brighter future.

Legal Team

Headed by our Managing Attorney, our legal team works tirelessly to support children and youth facing the complex foster care system and legal challenges involved.  Our staff attorneys represent 40-50 percent of our 400+ clients and work closely with 200+ volunteer attorneys to ensure that CLC can provide strong legal representation to all children and youth appointed to CLC by the courts.
