Course Description
The Northstar Tutorial will be a general overview of the Minnesota Northstar Adoption Assistance (NAA) and Northstar Kinship Assistance (NKA) requirements, including eligibility, timelines, and benefit package. The webinar will be led by Catrina Ankarlo and Elisha Wolfman, Dept. of Human Services, Northstar Quality Assurance, Child Safety & Permanency.
Learning Objectives
By attending this webinar, attendees will be able to:
- Understand how the county social services agency, the Dept. of Human Services (DHS), and the local court are required to work together to finalize an adoption or transfer of permanent legal and physical custody to a relative, including the adoptive placement approval by DHS and the requirements of the NAA or NKA.
- Recognize the challenges causing a case to be “stuck” and unable to move forward.
- Ask specific questions related to the NAA and NKA that are designed to move a case forward on its path towards permanency.
Recommended Audience
All CJI team members and child welfare stakeholders are encouraged to attend this Lunch and Learn session, including judicial officers, court administration staff, law clerks, county attorneys, social workers, attorneys for parents and children, guardians ad litem, and tribal representatives.
Recording
The Minnesota Judicial Branch will have the recorded session available internally for judicial officers and court staff to access on demand.
Registration and Registration Deadline

Continuing Education Credit
Application will be made for continuing education credit for judicial officers, court administrators, guardians ad litem, social workers, and attorneys.
