Children’s Law Center of Minnesota (CLC) provides legal representation to youth navigating the child protection system—young people whose lives have been disrupted by trauma, abuse, and instability. All our clients live in poverty, and many face additional barriers due to systemic inequities. In 2024, CLC served 420 youth across Minnesota, providing advocacy that amplifies their voices and helps ensure their rights are respected during some of the most critical moments in their lives.
Our clients reflect the overrepresentation of children of color and Indigenous youth in the child welfare system. 87% of the youth we served in 2024 identified as Black, Indigenous, or youth of color (BIPOC). Many identify as more than one race, and a growing number identify as LGBTQIA, further compounding the challenges they face in out-of-home placement. Our racial demographic data for 2024 shows:
- 37% identified as Black
- 35% identified as Multiracial
- 8% identified as Asian
- 5% qualified under the Indian Child Welfare Act (ICWA)
- 1% identified as Hispanic-Latino
- 1% identified as Native American (non-ICWA)
- 12% identified as White
CLC’s reach spans across key regions of the state. In 2024, we had 161 cases open in Hennepin County, 258 in Ramsey County, and 1 in Washington County. Of the youth we represented, 52% were female and 48% male.
These numbers reflect more than data—they underscore our commitment to equity and the urgent need for culturally competent, trauma-informed legal advocacy for Minnesota’s most vulnerable youth.
At Children’s Law Center of Minnesota, we are proud of the difference we make in the lives of children and youth navigating the child protection system. Each year, our staff and more than 200 trained volunteer attorneys provide critical legal advocacy to help youth understand their rights, find their voice, and plan for a brighter future.
